No there is not. TRAI doesnt have a requirement for the same & the Cellular Operators say that subscribers change numbers so frequently, maintaining a directory is too great a task. The only Operator who does keep a telephone directory of sorts of Mobile Subscribers is Dolphin. You can check it on the MTNL website.
